mnu_time_limit_user(add2) - Add User Time Limit

The purpose of this function is to allow the user to add a new entry to the TIME-LIMIT-USER table for a selected USER.

This function is activated by pressing the 'NEW' button in the navigation bar of the List Time Limits by User screen.
